BASE OPERATIONS SUPPORT CONTRACT -ANNEX 1602 – ELECTRICAL SERVICES and ANNEX 1606 – STEAM BOILER SYSTEMS & DEMINERALIZED WATER SYSTEMS, U.S. NAVAL Facilities and Andersen Air Force Base, Guam


▸ 2000-2007 – As subcontractor on the U.S Naval Facilities, Guam Based Operations Support Services Contract (BOS), for 7 years (April 7, 2000 to December 31, 2006), SET successfully provided comprehensive service’s to Raytheon for 5 years and DZSP-21 for (1-1/20 years during the transition part of SET’s duration on the BOS Contract.
▸Annex 1602 – Operations, Maintenance, construction and repair of the complete high voltage and secondary electrical distribution systems for all U.S Naval Facilities, Guam.
▸ Annex 1606 – Operations, Maintenance, Construction and repair of complete steam and Demineralized water systems-submarine (nuclear) support, U.S Naval Facilities Guam.
▸ Development and Implementation of Preparedness and Recovery Plans and Procedures encompassing the infrastructure security and restoration during Guam Disaster and /or contingency conditions.
▸During Contingency conditions, develop  and conducted daily briefings  with all Government commands detailing facilities restoration, execution, scheduling and system integration capabilities.
As an ISO – 9001:2000 Compliant company, SET completed the Critical Function Development of Comprehensive Quality Control Plans, Procedures, Instructions and Scheduling tasks. SET completed the comprehensive Quality Control Plans , Procedures & Instructions (QCI) and the U.S. Navy evaluated the “original” submittal of such documents as saitsfactory  with “no comments” added.

▸Additional Specified Services provided at U.S. Naval Facilities, Guam Include complete:

  • Power Systems dispatch, 24 hour operations including 30 minute Electrical, Steam & Demineralized water services Emergency Repair Response
  • Maintain complete coordination with GovGuam and Guam Power Authority (GPA)
  • Operations, Maintenance and repair of 1-20MW and 1-2MW diesel power plant and ancillary electrical, mechanical, fuel and water facilities and systems.
  • Operations, Maintenance, Construction and repair of 25 primary Electrical substations/switchyards
  • Operations, maintenance, construction and repair of more than 500 miles of overhead and underground primary electrical transmission distribution systems
  • Operations, maintenance, and repair of 16 steam system boilers and ancillary facilities
  • Operations, maintenance, and repair of 70 emergency generators with output up yo 1750 Kw
  • Operations, maintenance, and repair of demineralized water production plant and ancillary facilities in support of boilers and submarine nuclear reactors and operations.

▸ After super-typhoon Pongsona in December 2002, in record time, SET Crews mobilized in building 4918 and completed repairs and restoration of high voltage overhead and underground electrical systems, steam boiler systems and demineralized water facilities.
▸ During Contingency conditions, developed and conducted daily briefings with all Government commands and detailing facilities, restoration, execution, scheduling and systems integration capabilities.
