SET Pacific Inc. (SET) is an Asian-Pacific American Woman-Owned Small Business. As a business established to conduct business in both domestic and international marketplaces' and we are dedicated to solving critical system needs.

SET specializes in providing professional electrical operation assistance, and is licensed to provide utility, engineering, general building, and electrical contracting services. Our previous experience includes construction, operations, maintenance and repair of steam facilities, electrical power distribution, high voltage electrical transmission, substations, power generation facilities, instrumentation and controls (I&C), instrument calibration and electrical testing.

Principal management at SET has in excess of thirty-five (35) years’ experience in utilities, operations, maintenance and construction. This includes experience with power generation, infrastructure facilities development, project management and construction management services for both private sector companies and government entities. These same Principal Managers oversee all project work activities and staff, while ensuring all technical aspects of the project meet or exceed even the most stringent codes and regulations. It is our mission to ensure our customers the highest quality of work both on the jobsite and off. 

SET has extensive knowledge of disaster preparedness, response, and recovery/restoration on Guam. After Super-Typhoon Pongsona in December 2002 SET crews mobilized immediately to repair and restore critical infrastructure systems, including damaged electrical grid, steam, and demineralized water facility components, completing a major step in the island's recovery from the most devastating typhoon to hit Guam in recent history.

SET's commitment to disaster preparedness, response and restoration does not begin or end with Super-Typhoon Pongsona.  2001-2002 saw many natural disaster challenges, including multiple typhoons and several large magnitude earthquakes. After the M 7.0 earthquake in 2001, SET received a Letter of Commendation from Admiral Fellin for our prompt restoration efforts. SET understands the importance of disaster preparedness/response and we stand ready to assist regardless of the challenges faced.

SET's strong teaming effort guarantees that operational obligations are efficiently managed. Employees are included in appropriate decision making processes and their understanding of existing systems, coupled with SET's management core competencies; ensure a safe, quality product delivered on time and within budget.

SET's performance-based, on-site organization is designed to promote effective interfaces with the customer and our organization has the flexibility to respond to individual functional tasks, optimized to meet the Performance Standards levels of acceptable service and all solicitation technical exhibit parameters.

Our Project Managers will provide leadership and day-to-day direction/coordination and will manage the overall task program. This includes daily work assignments, individual goal setting and performance reviews for the individuals. SET will ensure that the span of control is maintained by our Program Manager, whom will ensure proper completion of work and will report project work status as may be required.

SET uses several measures and established benchmarks for judging performance, as well as overall contract performance. The chief measure is "customer satifaction" - both at the functional area and at the overall level. We will meet the highest goals of customer satisfaction. Through our process of continuous measurement and review, we will keep constant watch on indicators of success, make corrections as necessary in work areas and reevaluate these corrections for effectiveness.

Our Projects Managers and Supervisors will interface with the respective representatives to ensure that all task requirements are completed and that all work is performed in strict compliance with the specifications.

Health and Safety is always the first consideration in any endeavor. SET maintains a Health and Safety Program with continuous employee safety training insuring the highest standards in workplace safety. Each new employee receives a safety and health orientation which provides the employee with basic information regarding the Health and Safety requirements as specified within the Health and Safety manual. Health and Safety Instructions applicable to an employee's specific tasks or assignments are required prior to the employee's performance of those duties or exposure to specified locations within the facility. The Project Managers, Site Supervisors, Quality Control Officer and Safety Officer, have the overall responsibility and accountability for the project's compliance with safety and health laws and regulations, including directing corrective actions to cure compliance or programmatic deficiencies.

SET has developed, implemented and updated a complete set of SOP's (SAFETY OPERATING PROCEDURES )  for primary electrical systems, power generation facilities, boiler systems, demineralized water systems and facilities. These SOP's are ISO compliant and Government acknowledged. Subject to the Owner's approval, we will continue to use and update them as required or requested to ensure safe and continuous system and equipment operation. These procedures include safety requirements and steps to operate, maintain, troubleshoot, and repair systems and equipment. Our personnel are trained to follow these procedures 100% of the time.
